They are available at the individual World Showcase food booths, and you may find them at the park entrance, as well.

Something extra special in the Passport this year is a nod to the 30th Anniversary of the EPCOT Food and Wine Festival. Disney has designated thirty items available at various Festival Marketplace Food Booths have been designated as 30th Anniversary Legacy items.
These iconic dishes are being recognized as Festival fan-favorites over the years, and some have been “reimagined” with new twists for the celebration!
You’ll find a Digital Festival Guidebook in the My Disney Experience app, too.
There is also an interesting feature might be helpful to guests with food allergies or intolerances.
When you click the “Allergy Friendly Menus,” you can find items that are friendly for guests with gluten/wheat, egg, soy, peanut/tree nut, milk, sesame, fish/shellfish and other allergies. (Please be aware that Disney has stated the following regarding Festival Marketplace Booths: “We use reasonable efforts in our sourcing, preparation and handling procedures to avoid the introduction of the named allergen into menu choices. While we take steps to prevent cross-contact, we do not have separate allergy-friendly kitchens and are unable to guarantee that a menu item is completely free of allergens.”)
You can also access the Allergy-Friendly Menu with the QR code provided in the Festival Passport, as pictured above.
